Request for Information - Magnacide H aquatic herbicide (Acrolein, stabilized) for Bureau of Indian Affairs - Wapato Irrigation Project The Bureau of Indian Affairs, Northwest Regional Office, seeks interested qualified vendors authorized to distribute Magnacide H aquatic herbicide for canal/ irrigation applications (with active ingredient, Acrolein, stabilized) in 2,450-lb. sized skids. The delivery location is Wapato, Washington. This is not a request for quote; no set-aside decision has been made at this time. Interested parties are asked to respond to this notice with the following information: 1. evidence of authorization from the manufacturer (Baker Hughes, a division of Baker Petrolite) to distribute Magnacide H (Acrolein) in 2,450-lb. sized skids 2. evidence of interested party's qualification (license) to distribute Magnacide H in Washington State 3. evidence that the interested party can submit the applicable Material Safety Data Sheets as required by FAR clause 52.223-3, Hazardous Material Identification and Material Safety Data 4. Company DUNS and Bradstreet number 5. Small business size representation under NAICS 325320, Pesticide and Other Agricultural Chemical Manufacturing, size standard 1,000 6. Socioeconomic representation. Indian Small Business Economic Enterprises are encouraged to respond to this notice. The Bureau of Indian Affairs is required to set aside requirements for qualified Indian Small Business Economic Enterprises whenever possible. The applicable small business size standard for this requirement is NAICS 325320, Pesticide and Other Agricultural Chemical Manufacturing, 1,000 employees. A 2,450-lb. sized skid is required for ease and efficiency of application. No other sized skid is acceptable. Contractors interested in this requirement should submit a response to this request with the above information attached no later than February 12, 2020 at 3 pm ET. The Government will consider all responses received and submitted by the due date. A determination by the Government not to complete this acquisition based on responses to this notice is solely within the discretion of the Government. Information received will not be returned to offerors and will be considered only for the purpose of determining how to source this requirement. FAR 52.223-3 states, in part, "d) The apparently successful offeror agrees to submit, for each item as required prior to award, a Material Safety Data Sheet, meeting the requirements of 29 CFR 1910.1200(g) and the latest version of Federal Standard No. 313, for all hazardous material identified in paragraph (b) of this clause. Data shall be submitted in accordance with Federal Standard No. 313, whether or not the apparently successful offeror is the actual manufacturer of these items. Failure to submit the Material Safety Data Sheet prior to award may result in the apparently successful offeror being considered nonresponsible and ineligible for award."
