The responses from th... Sources Sought Power Systems Engineering Services This is a Department of State (DoS) Sources Sought only. Contractors are requested to read and respond to the information below. The responses from this notice may be used as market research to determine an acquisition strategy of an imminent competitive acquisition. The purpose of this Sources Sought notice is to survey the small business vendor community for potential sources who can provide tradecraft and engineering services to United States Embassies worldwide. To qualify as a small business the NAICS code 238210 and 541330, the small business size is the average annual receipts of no more than 16.5 M. Contractors shall be required to provide overseas engineering design and technical services to support low and medium voltage electrical construction, maintenance, repair, troubleshooting, inspection, and project management. All contract work that requires the development of design, construction, and technical documents such as schematics, drawings, and specifications shall be reviewed, approved, and stamped by a Professional Engineer possessing a current and valid license issued by a U.S. State, Territory, or the District of Columbia. Contractors must provide the required licenses for tradecraft and engineering services which are defined below to qualify as a potential source. A Professional Engineer is defined as a person holding a current Professional Engineering License in the specialty to which is practiced in at least one of 50 United States, Puerto Rico, or any U.S. Territory. At least one professional engineer shall be electrical. A licensed contractor is a construction contractor firm licensed to perform construction services in at least one of the 50 United States, Puerto Rico, or any US Territory and directly employing at least one licensed Master electrician. A licensed tradesperson is either a Journeyman or Master as recognized in any jurisdiction in at least one of the 50 United States, Puerto Rico, or any US Territory. The contractor shall provide a Health, Safety and Environment (HSE) plan. The contractor shall provide a Quality Assurance/Quality Control (QA/QC) plan. The Contractor shall provide overseas professional engineering and technical tradecraft services including but not limited to: a. Tradecraft and professional engineering services work shall primarily involve electrical construction and maintenance activities. Other associated tradecraft and professional engineering may include, mechanical/HVAC, plumbing and masonry/carpentry services. b. Work to be performed may include controlled access areas, including restricted, core and communication center areas. Uncontrolled access areas and limited access areas are also included. The firm responding to this announcement shall also refer to other sections herein for other personnel requirements, including personal and facility security clearance requirements. c. Work performed under the contract may involve personnel possessing no security clearance up to and including top secret. These requirements shall apply to all personnel performing contract services including home office support, logistical support, tradecraft/field work or professional design services.?? d. Survey sites to determine needs, to investigate, inspect, assess, trouble-shoot, fix, test, repair, replace, upgrade, develop effective and economical solutions to challenging power quality, efficiency, and electrical reliability problems, and provide design and construction documents suitable for competitive bidding. Sources performing such projects shall have such work managed, reviewed, and approved by Professional Engineers. e. Sustain, restore, or modernize and/or furnish and install diesel generators, fuel systems, transformers, voltage regulators, manual or automatic transfer switches, UPS systems, load banks, surge suppressors, power quality equipment, power factor corrective equipment, switchgear, switchboards, electric distribution panels, circuit breakers, lighting control panels, grounding/bonding systems, lightning protection systems, photovoltaic systems, power systems controls/protective relays, PLC/HMI, various electrical equipment, and energy improvements. Other associated work shall also include HVAC and mechanical plumbing systems, such as fuel oil distribution and supply, ventilation modifications and improvements, masonry, and carpentry activities with penetrations, acoustic and fire rated sealants and assemblies, and low voltage systems including technical security, fire alarm and annunciation systems. Sources performing such work shall be licensed contractors with work performed on-site by at least one Journeyman level tradesperson or Master level tradesperson supervising or performing layout activities. Provides requirements for design and install of interior and exterior lighting systems and controls. f. Troubleshoot, correct, fix, repair, furnish, replace, install, construct, perform factory start-up, and commission electrical problems and deficiencies in low and medium voltage electrical power systems. Sources performing such work shall be licensed contractors with work performed on-site by at least one Journeyman or Masters level tradesperson or Professional Engineer. g. Provide preventive maintenance services for low and medium voltage distribution systems and a wide variety of makes and models of electrical equipment to include but is not limited to transformers, generators, load banks, fuel tanks, fuel systems, manual or automatic transfer switches, automatic voltage regulators, UPS systems, switchgear, switchboards, electric distribution panels, circuit breakers, variable frequency drives (VFDs), lightning protections systems (LPS), grounding/bonding systems, monitoring/control/protective relay systems, PLC/HMI, photovoltaic systems, wind energy systems, battery energy storage systems and electric vehicle charging systems. Provide short circuit, coordination, and arch flash studies. Advanced qualifications level III technician must have the ability to load or change PLC programming associated with local equipment. Sources performing such work shall be a licensed contractor with work performed on-site by at least one Journeyman tradesperson. h. Provide purchasing and logistical support including the ability capability to manage or operate secure and unsecure consolidated receiving points, warehousing operations, and shipment/transit activities. Sources performing such work shall be a licensed contractor. i. Work with U.S. Government requirements and other applicable U.S. and foreign laws, codes, and standards (e.g., preparation of design documents in metric units and the submission of construction documents in the latest AutoCAD version). Sources shall have such work managed by a Professional Engineer, for each discipline as electrical, mechanical, structural and civil engineering. To be considered for award of this contract or any task orders under this contract, interested offerors must possess or be able to obtain at the time of award a Defense Counterintelligence Security Agency (DSCA) Top Secret facility clearance (FCL) with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22M. Offerors already possessing a Top Secret FCL must submit their appropriate Commercial Entity (GAGE) Code with the required qualification documentation. The responses received in response to this notice may be used as a partial basis for the Contracting Officer’s determination as to the appropriateness of a small business or socio-economic set aside under the subsequent solicitation (RFP). Participation of this request for information is voluntary, no compensation will be provided. All questions and responses should be submitted in writing via email to Walshrf@state.gov. No award will be made based on responses received to this notice. Response Format: Responses must be submitted electronically, formatted in Microsoft word (any version). Margins must be 1” on all sides, to print on 8 ½ x 11” paper. Typeface must be times New Roman, 12-point font. Responses should be specific to the attached specifications. The page limitation shall be five (5) pages, but respondents are cautioned to keep marketing materials and non-specific information to a minimum. No responses shall be accepted via US Mail or fax.
