The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks U.S. citizens for a Personal Services Contractor role as Senior Law Enforcement Advisor based at the U.S. Embassy in Abuja, Nigeria, with regular in-country travel and possible occasional international travel. The advisor will liaise, mentor, train, and provide technical guidance to Nigerian law enforcement agencies, including the Nigeria Police Force and NSCDC, to strengthen training, case management, accountability, communications, and standard operating procedures in Nigeria’s criminal justice sector. The contract period is 12 months from award with four optional one-year extensions, and the salary is FS-02 equivalent, $102,409–$150,391 per annum, with INL benefits/allowances if applicable; required post-arrival training includes distance-learning courses within 120 days or six months, FACT before deployment, and the final assignment report is due 15 days before contract expiration. Minimum qualifications include U.S. citizenship, ability to obtain and maintain Secret clearance plus medical/ethics clearances, a bachelor’s degree, at least 10 years of U.S. law enforcement experience, 7 years of progressive law enforcement management/supervision, 3 years of international program design/management, and 2 years in low- and middle-income countries. Offers must include SF-171, a detailed resume, evaluation-factor responses, and three professional references, with evaluation based on factors worth 70 points plus interview performance worth 30 points.
