The U.S. Department of State’s INL Bureau seeks a U.S.-citizen Personal Services Contractor as a Counternarcotics Technical Advisor based at U.S. Embassy Bogota, Colombia, with regular travel to Colombian police/military sites, conflict zones, and possible international travel. The advisor will manage and advise on UAS/ISR/C-UAS programs with Colombian police and military, including procurement, maintenance, training, software/sensors, contract administration, budgeting, reporting, and end-use monitoring. The contract is for 12 months from award with four optional one-year extensions, and post-award training includes COR training within 60 days of arrival, an embassy course within six months, and FACT before deployment. Compensation is FS-02 equivalent, $102,409–$150,391 per annum, plus applicable benefits and allowances. Candidates must be U.S. citizens able to obtain Top Secret/medical/ethics clearances, have at least 5 years UAS/C-UAS plus related experience (or a degree plus 3 years), project management experience, and professional Spanish proficiency; selection will weigh work experience (20), program management (30), substantive knowledge (20), and interview performance (30).
