The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks a Construction Management Specialist for a personal services contract based in Washington, DC, with situational telework and occasional travel, including possible overseas deployments. The contract runs 12 months from award with four optional one-year extensions, and compensation is at the GS-13 equivalent level, $121,785–$158,322 per annum. The specialist will provide technical and financial support for INL construction projects worldwide, including planning, design/program requirements, cost tracking, RFP/design document development, vendor coordination, site inspections, TEP participation, construction compliance, and COR/GTM duties. Minimum qualifications include U.S. citizenship, ability to obtain a Top Secret clearance and medical/ethics clearances, a bachelor’s degree in civil/construction engineering or a related field, at least 10 years of professional experience with multi-million-dollar international projects and senior project management or construction cost estimating, plus FAC-COR Level II prerequisites. Evaluation is based on 70 points for technical expertise, project management, and management/communication factors, plus 30 points for interview and pass/fail reference checks, with required FAC-COR certification within 120 days and FACT/SOAR training within one year of assuming the position.
