Personnel Service Contract (PSC) Statement of Work (SOW) U.S. Embassy - Lima, Peru Narcotics Interdiction Advisor (NIA) FS-03 (GS-13 Equivalent) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. The INL Section in the Embassy in Lima manages a counternarcotics, justice sector, and law enforcement assistance program in Peru, funded through the International Narcotics Control and Law Enforcement (INCLE) account. INCLE-funded assistance complements the Peruvian government’s counternarcotics activities to detect, deter, and disrupt transnational organized crime groups in Peru and throughout the region. It also supports efforts to promote rule of law; provide citizen security; and reform state institutions to foster greater transparency, responsiveness, and respect for human rights. This program aims to decrease crime, increase access to justice and strengthen security institutions in Peru through targeted, sustainable projects. The purpose of this Personal Services Contract is to fill the position of a Narcotics Interdiction Advisor (NIA) at the U.S Embassy in Lima, Peru’s INL section. The NIA will collaborate with the U.S. Embassy in Peru to design programming to improve Peru’s ability to interdict narcotics. Responsibilities include managing training, mentoring, technical assistance, and limited equipment procurements for local security forces and judicial authorities. The Advisor also coordinates with U.S. interagency partners in the justice sector, focusing on law enforcement personnel's professionalization, training, and operations. The NIA will be key in shaping future program design and engagement strategies with the Peruvian government. DUTIES & RESPONSIBILITIES Under the supervision of the Lima-based INL Senior Narcotics Control Advisor (SNCA) or his/her designee, the Narcotics Interdiction Advisor will perform the following duties: Advises Peruvian law enforcement on specific matters related to narcotics interdiction operations, including equipment acquisitions, training, maintenance, and logistical support. The goal of this is to identify gaps and challenges that can be addressed by INL programming. Advises INL leadership on gaps, challenges, interdiction successes and capacity-building efforts. Coordinates with INL, USG, and GOP counterparts for logistical support for interdiction-related projects, in conjunction with INL procurement and finance teams. Works with the SNCA to develop and draft goals and objectives for an annual plan. Assists in managing project outlined in the annual plan and monitors project progress, including through field observations. Provides early notification to the supervisor of potential problem areas. Conducts on-site inspections to perform end-use monitoring. Ensures program objectives are met and that support is provided according to sound, professional management principles and practices meeting applicable USG regulatory standards to prevent waste, fraud, or abuse of USG resources. Assists counternarcotics authorities in developing specific interdiction plans to support U.S. priorities. Provides advice to Peruvian interlocutors on operational strategies according to specific geographic zones, socio-political, and threat conditions. Oversees implementation of counternarcotics plans and advises counterparts on efficient operational methodology. Evaluates the effectiveness of those operations from the field, adapts plans, and redirects the use of resources as required by changing situations. Coordinates institution-building and capacity-building of counternarcotics authorities, particularly on training activities to build Peru’s interdiction capability. Develops new and innovative strategies, criteria, or policy proposals for the Government of Peru/Ministry of the Interior. Plans and executes complex projects through their entire life cycle, incorporating them into the overall strategic plan for the Narcotics Control Program and INL Lima. Develops organizational and procedural manuals, manages training, and develops curriculum to implement standardized procedures during interdiction operations. Contributes to required reporting, including INL Peru's weekly activity reports and Assistant Secretary Daily Activity Reports (ASDARs), the International Narcotics Control Status Report (INCSR) Volumes I and II, the annual End-Use Monitoring Report, trip reports, and ad-hoc topical reporting cables, among other reporting requirements. When required, performs the role of Duty Officer. Performs other duties as requested and assigned that are directly related to this Statement of Work. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is the U.S Embassy in Lima, Peru. Frequent travel throughout Peru is required, including to high-risk areas. RELATIONSHIPS The NIA works under the direct supervision of the SNCA. The job holder will have wide latitude for initiating and executing approved new projects. The NIA coordinates directly with Peruvian authorities. The NIA will provide technical assistance to relevant Peruvian partners' senior leadership, manage ongoing and new projects, and provide training and mentorship to criminal justice partners as requested. The NIA will report the progress of project goals to the SNCA and, when appropriate, to other interagency partners at U.S. Mission Peru. The NIA may also provide information to INL program officers in Washington, D.C., as requested. The SNCA will supervise the implementation of the NIA's projects to ensure they are consistent with accepted INL practices and regulations. The NIA must use good judgment, creativity, and independence in planning work to achieve specific goals and objectives. The NIA will inform the SNCA of possible issues and recommend solutions. The NIA's actions, decisions, and recommendations will be reviewed on results achieved and conformance with appropriate laws and regulations. Completed work will be reviewed for timeliness and effectiveness. The Contract Administrator shall be the INL Contracting Officer in Washington. In no instance shall the Senior Narcotics Control Advisor or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The Senior Narcotics Control Advisor will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analyses of significant complexity. The issues involve political sensitivity. The PSC is expected to address complex scenarios by separating the substantive nature of the programs or issues into their components, determining the nature and magnitude of programs or issues, discerning the intent of the legislation and policy statements, and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Peru, which is of significant interest to the public and Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) Bachelor’s degree from an accredited U.S. institution and a minimum of ten (10) years of related professional experience in law enforcement, the rule of law capacity building, and/or international development, including INL-managed programs. Experience must be directly relevant to counternarcotics operations. Demonstrated knowledge of command communications, government intelligence procedures, and logistics management procedures. Demonstrated experience developing and managing long-term rule of law and/or law enforcement programs, including assessment, monitoring, and evaluation; Demonstrated experience drafting related reports/documents, annual budgets, and strategic plan submissions; Demonstrated experience planning, strategizing, implementing and reporting on projects; Demonstrated experience drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials and; Demonstrated experience coordinating and working closely with the law enforcement sector and/or international community on security sector development programs. Demonstrated experience working with host-nation counterparts, departments, and ministries to further program objectives. Factor 2: Strategic Planning and Implementation (20 points) Demonstrated ability to plan and execute complex projects through their entire life cycle, including analysis, planning, budgeting, drafting technical requirements for procurement, implementation, monitoring, and evaluation, reporting results clearly and effectively, and project closeout. Applicant’s relevant experience planning and developing counternarcotics strategies programs; ability to coordinate with host-country civilians, police, prosecutors, judicial officials, non-governmental organizations, civil society, and the donor community; ability to effectively work in a multi-cultural and overseas environment; and experience deploying techniques for improved interdiction units, special investigative techniques, case mentoring and management, intelligence-driven interdiction model, inter-agency collaboration and modern interdiction philosophies. Factor 3: Program Management (10 points) Demonstrated knowledge of concepts, practices, and principles, including prioritizing requests, developing, and tracking project plans and implementation timelines (including budgets), and analyzing results (including M&E) to effectively manage projects that meet United States government objectives.
