GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The Office of Western Hemisphere Programs (INL/WHP) develops and manages law enforcement, justice sector, narcotics control, and corrections programs and contributes to policy formation on civilian security issues for countries in the Western Hemisphere. INL/WHP is responsible for coordinating policy and programs with other U.S. government departments and agencies involved in anticrime and narcotics control activities, including the Department of Justice (DOJ), Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Homeland Security (DHS), Department of the Treasury, and the U.S. Agency for International Development (USAID). The International Narcotics and Law Enforcement Affairs Section at the U.S. Embassy Port-au-Prince, Haiti, supports the Haitian National Police (HNP)’s development as a professional, apolitical, and accountable institution capable of managing Haiti’s internal security. The purpose of this Personal Services Contract is to fill the position of Senior Police Advisor at the U.S. Embassy Port-au-Prince. The Senior Police Advisor will provide senior-level advice and guidance to the INL Section at the U.S. Embassy in Port-au-Prince regarding U.S. Government support for the HNP and coordinate the management and oversight of several INL assistance portfolios in Haiti, which may include community policing, corrections, administrative capacity building, counternarcotics, border security, anti-gang, and/or other portfolios. DUTIES & RESPONSIBILITIES Under the direct supervision of the U.S. Embassy Port-au-Prince INL Director or designee, the Senior Police Advisor will perform the following duties: Serve as a senior security and law enforcement policy and capacity building advisor to the INL Director, and through the Director, to the Chief of Mission, Deputy Chief of Mission, and other principal Country Team members. Advise and assist the INL Director regarding the planning, development, and administration of INL Haiti police reform and law enforcement programs. As needed, advise on HNP leadership and issues related to law enforcement agencies and the U.S. military with a focus on streamlining coordination and avoiding duplication. Advise the HNP on strategic planning, leadership, management, organizational requirements, and institutional reforms. Advise on support to the HNP school and additional new classes of cadets, mid-level and command-level supervisory training, and technical advisory assistance. In coordination with the Senior Law Enforcement Advisor, Program Advisor, and INL subject matter experts embedded in the HNP, encourage the HNP to adopt policies, procedures, and practices that will increase its effectiveness, accountability, and professionalism. Assist INL to develop law enforcement, violence reduction, transnational crime, and counternarcotics strategies and programs. Provide expert guidance in project budget preparation, and program planning and assessment. Implement, manage, and supervise assigned INL programs and staff to achieve goals and enhance program sustainability. Serve as Agreement Officer Representative (AOR), Grants Officer Representative (GOR), and/or Contracting Officers Representative (COR), as required. Organize and lead, in conjunction with the INL Director and HNP counterparts, quarterly program evaluations to measure and document progress toward achieving project goals and objectives, considering both quantitative and qualitative indicators. Jointly prepare reports or assessments summarizing the results of these evaluations with HNP counterparts. Provide programmatic guidance and analysis of developments in the HNP to the U.S. Embassy Political Section and INL Washington. Regularly monitor and evaluate programs to ensure their effectiveness and compliance with all applicable laws, regulations, and policies. Conduct site visits. Monitor program financial records to ensure their accuracy and completeness. Working with INL Port-au-Prince management, ensure budget compliance with INL financial management guidelines and regulations. Ensure projects fall within program guidelines and timelines as notified to Congress and as laid out in the relevant strategic plans. Ensure all INL-funded training is conducted in full compliance with the Leahy Amendment and Section 477 of the Foreign Assistance Act. Ensure compliance with INL property management regulations. Explain relevant U.S. laws, regulations, and policies to Haitian authorities and implementing partners. Act as the senior coordinator for USG-GOH bilateral agreements on INL-funded programs. Advise the negotiators for Letters of Agreement (LOAs) and amendments in accordance with INL policies and international agreements and law. Coordinate with and maintain good working relationships with U.S. government, like-minded partner nations, and international organizations involved in law enforcement, violence reduction, transnational crime, and counternarcotics efforts in Haiti and the Caribbean. Draft and provide advice and assistance in the preparation of required reports, including to the U.S. Congress, INL Bureau, and other U.S. federal agencies. Contribute to the annual End Use Monitoring Report and prepare the International Narcotics Control Strategy Report Vol. 1 (INCSR). Conduct other senior-level field surveys, evaluations, and special studies as directed. Coordinate with INL staff and liaise with Haitian authorities regarding procurement, property management, construction, vehicle purchase and maintenance, training, and communications support for assigned program areas. Supervise the INL Program Advisor, Place-Based Strategy Coordinator, and coordinate closely with the INL COR and INL Program Advisor and provide backup and support as directed for their duties and responsibilities. Represent INL in internal and external meetings, ceremonies, and representational events as required. Articulate and promote U.S., Mission, and INL policies and goals. Brief USG officials and other visitors on the status of INL programs as assigned. Maintain security awareness and properly handle classified and controlled items and information. When required, performs the role of Duty Officer or Control Officer. Perform other duties as requested and assigned that are directly related to this Statement of Work. USE OF FIREARMS The incumbent under this contract may be authorized to carry an official firearm in the performance of his/her official duties. This authorization may be given at the sole discretion of the Chief of Mission (or their designee) with the concurrence of the Regional Security Officer at Mission Haiti. If authorized, the incumbent would be required to abide by Haiti’s Mission Firearms Policy (MFP) at all times. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. Completes the Grants Officer Representative (PY472, PY474, PY76 and PY478) distance-learning (DL) through the Foreign Service Institute (FSI) within 120 days of arriving at Post. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is U.S. Embassy Port-au-Prince. Occasional travel throughout Haiti and to the U.S. may be required. RELATIONSHIPS The Senior Police Advisor will report to the INL Director at U.S. Embassy Port-au-Prince and liaise and coordinate with INL/WHP staff in Washington, DC. The Senior Police Advisor will provide general administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/WHP to develop, manage, and oversee programs and related issues. The Senior Police Advisor will liaise with other agencies / governments / international organizations / host government contacts active in the fields of law enforcement, violence reduction, transnational crime, and counternarcotics. The Senior Police Advisor will monitor and report on INL programs in Haiti, analyzing their effectiveness and suggesting improvements. The Senior Police Advisor will present these approaches to the INL Director for discussion and final approval. The INL Director may establish a more targeted Work Plan on an annual basis. The Work Plan will be directly linked to this Statement of Work and will provide concrete work tasks, projects, and deliverables that are expected to be completed during the performance year. The Contract Administrator shall be the INL Contracting Officer in Washington, D.C. In no instance shall the INL Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government’s requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The INL Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Haiti, which is of significant interest to the public and to Congress. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Top Secret level security clearance, medical clearance, and ethics clearance (if applicable). Bachelor’s degree from an accredited institution and a minimum of ten (10) years related experience in the field of law enforcement, or a high school degree with a minimum of fifteen (15) years of related experience. A minimum of five (5) years of experience managing bilateral or multilateral criminal justice and/or security assistance programs, preferably abroad in a post-conflict or otherwise complex setting, including knowledge of strategic planning, budget development and oversight, program implementation, reporting, procurements, and monitoring and evaluation. Demonstrated experience providing oral briefings and drafting analytical briefing papers, memoranda, letters, and reports for senior-level officials. Demonstrated experience coordinating and working closely with U.S. interagency partners, United Nations or other international partners, and host-nation counterparts on security sector development programs or other U.S. Government priorities. Demonstrated experience supervising and managing a team, preferably a diverse team that includes staff such as U.S. direct hires, locally employed staff, contractors, and others. Demonstrated ability to read and speak Haitian Creole or French at the professionally proficient level. Demonstrated experience working in Haiti is strongly preferred. Factor 3: Management & Communication Experience (20 points) Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain, and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines.
