The incumbent will serve as a Senior Law Enforcement Advisor (SLEA) at U.S. Embassy Abuja. The SLEA will work to continue the development and implementation of a strategy to guide INL’s engagement with Nigerian law enforcement agencies, including the NPF. The primary purpose will be to build the long-term institutional capacity of the police to perform their duties while meeting international policing standards and human rights norms. The incumbent will reside in Abuja, Nigeria, and regularly travel and work within Nigeria. The SLEA, in concert with other INL activities and international efforts, will contribute to progressing reform within Nigeria’s criminal justice sector. Activities shall be designed and implemented to contribute to these impact goals, by building the capacity of the NPF and other relevant civilian law enforcement agencies to efficiently, effectively, and transparently investigate and prosecute criminal cases, as well as improving partner nation capacity in delegation of authority, basic and specialized training delivery, case management, internal and external communications, human rights standards for police, internal and external accountability, and standard operating procedures. DUTIES AND RESPONSIBILITIES Under the direct supervision of the Abuja-based INL Director or his/her designee, the SLEA will perform the following duties: Aids in overseeing, coordinating, and providing guidance in the implementation of the Police Training Modernization Project. Assists in providing technical advice, training, mentoring, and support to NPF partners. Assesses the quality of curricula and instruction at designated academies. Advises academy leadership, through direct and continuous engagement, on development and implementation of improved training. Advise on dedicated professional instructor development. Supports “train the trainer” courses of instruction. Advise and assist academy staff with development of training materials and student handouts for classes. Guides and assists in developing long-term and short-term training plans. Advise Nigerian law enforcement agencies on related and coordinated training requirements to facilitate success of this program. Encourages expansion of law enforcement best practices and policy. Assists in the identification and development of appropriate projects within a comprehensive and integrated program to help the Government of Nigeria (GON) reduce violence and criminality with the objective of institutionalizing such projects and ensuring NPF sustainability. Assists by providing subject matter expertise in the implementation of the police reform process within the different departments of the NPF. Ensures that work performed will be accomplished within the appropriate Constitutional and legal framework. Provides guidance to create, implement, and integrate a policing quality management and accountability system for the NPF. Supports INL Nigeria in the development and maintenance of partnerships within the Government of Nigeria and Nigeria’s law enforcement communities for the purpose of establishing a quality management culture for all civilian law enforcement agencies in Nigeria. Integrates and works in harmony with other USG-funded and international donor-funded advisors who are currently assisting the NPF. Acts as the in-house Embassy expert on all law enforcement developments in Nigeria, staying current on police developments in Nigeria and proactively seeking answers to questions posed by the INL Director, INL/AME Program Office, and Congressional staffers. Provides strategic direction to the INL Police Program and proactively assists the INL Team to develop new programming to utilize INL law enforcement funds. Provide the INL Director and INL/AME Program Officer the following deliverables: an annual Theory of Change plan (advisor workplan), monthly status reports, monthly evaluation of contractor performance, special reports when required, an end-of-year report on the Theory of Change Plan’s progress, and a "Completion of Assignment Report," which shall be a comprehensive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. Develops strong contacts within the NPF, Ministry of Police Affairs, and Ministry of Interior in order to understand Government of Nigeria (GON) plans for the transfer of military to civilian authority in the Northeast. Proactively proposes and designs police programs for the Northeast that are sustainable and positioned to demonstrate to clear impact. Actively engages other international donors to deconflict INL programs and ensure INL programs fill gaps, complement existing efforts, and are well-coordinated with key stakeholders. Develops contacts with thought leaders and civil society leaders to maintain a balanced perspective on developments within the Nigerian law enforcement community. Submits purchase order requests as/when needed and tracks procurements of INL donations to all civilian law enforcement agencies in Nigeria, ensuring proper End-Use-Monitoring and transfer of property. Develops benchmarks for program performance to measure and determine INL police program impact. Provides weekly, monthly, or quarterly after action reports and cables, as appropriate. Establish and maintain appropriate internal management control systems. Ensure that INL programs are not subject to waste, fraud, abuse, or mismanagement. Help manage and monitor the use of all U.S.-provided commodities. Provide analysis and guidance in project budget preparation as well as program planning. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. Completes the FSI distance learning Grants Officer’s Representative (GOR) successfully within (120) days of assignment. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment at Post. Completes Human Trafficking Awareness Course (PP460) through FSI Online Courses within the first six (6) months of arriving at Post. Consultations with the INL Program Office in Washington, DC may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS This position is based out of U.S. Embassy Abuja. Incumbent will regularly travel within Nigeria and may occasionally travel to other countries for program development, monitoring, and oversight. RELATIONSHIPS The incumbent will report directly to the INL Director at the US Embassy Abuja. The incumbent will work closely with and receive guidance from the INL/AME Nigeria Program Officer in Washington, DC. The Advisor will provide services to the senior leadership of the NPF and in that capacity be prepared to coordinate and provide training and assistance to NPF staff as requested and as consistent with approved goals. The Advisor will report the progress of project goals to the INL Director and INL/AME Program Officer in Washington, DC. The INL Director will provide yearly performance reviews to the Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counter-narcotics programs in Nigeria, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance and required medical and ethical clearances. (Security clearance upgrade to TS level may be required). A Bachelor’s degree from an accredited university. A minimum of ten (10) years of U.S. law enforcement experience with demonstrated experience in law enforcement management, planning, organizational and policy development; understanding of law enforcement and especially police principles, concepts, procedures and techniques necessary to execute democratic police functions; monitoring, mentoring and advising; law enforcement training assessment, development and delivery. A minimum of five (5) years of experience of progressive responsibility and experience in law enforcement management and supervision. A minimum of seven (7) years of experience interacting with U.S. senior law enforcement in a capacity which included leading, advising, guiding, regulating performance and policies, project management, and articulating messages and decisions. A minimum of three (3) years of demonstrated experience in program design, program management, and coordination on international development programs, two years of which should relate to governance or criminal justice issues (e.g. access to justice, judicial reform, law enforcement, corrections). Such experience should involve planning, strategizing, implementing, reporting, monitoring and evaluating, and familiarity with basic requirements for contract management and procurement. A minimum of three (3) years professional experience in a developing country. Demonstrated experience in drafting complex, analytical briefing papers, memoranda, letters, and reports for senior-level officials or equivalent. Demonstrated experience working in a fluid environment and under challenging circumstances Demonstrated ability to train law enforcement personnel. Factor 1 International Experience (20 Points) Demonstrated experience in law enforcement and experience working with diverse, multicultural groups in foreign, post-conflict environments; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations. Experience in Africa generally, and West Africa in particular, is preferred. Factor 2 Program Experience (20 Points) Demonstrated experience assessing law enforcement capabilities including the ability to provide policy and programmatic technical guidance, develop and implement recommendations, and achieve project objectives. Experience managing U.S. government assistance programs is preferred, as well as experience working with U.S. Embassy organizations. Experience working with US Embassy organizations and complex interrelated activities, as well as familiarity with programs, organization, and operations of other USG elements involved in law enforcement programs. Substantive knowledge of and experience within African law enforcement programs is highly valued. Factor 3 Communication (15 Points) Demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in writing. Demonstrated independent experience in preparing and writing reports, audits, memoranda, etc. in a subject area related to the duties of the position.
