Personnel Service Contract (PSC) Statement of Work (SOW) Field Advisor/Security Specialist U.S. Embassy - Lima, Peru FS-03 (Equivalent to GS-13) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, more prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores The INL Section in the Embassy in Lima manages an illicit crop eradication and law enforcement assistance program in Peru, funded through the International Narcotics Control and Law Enforcement (INCLE) account. INCLE-funded assistance complements the Peruvian government’s counter narcotics activities designed to detect, deter, and disrupt transnational organized crime groups in Peru and throughout the region. It also complements the Peruvian government’s even larger investment in promoting rule of law; providing for citizen security; and reforming state institutions to foster greater transparency, responsiveness, and respect for human rights. The goal of this program is to improve and institutionalize Peruvian counter narcotics and law enforcement capabilities through targeted, sustainable projects. The INL Lima Narcotics Control Program is responsible for providing advice, assistance and training to CORAH and DIRANDRO. USG contractor services and the personnel to oversee and manage the assistance provided so that the host government can conduct air- supported curtailment of the supply of illegal drugs through eradication of drug crops, interdiction of narcotics and trafficking activities, and other enforcement operations as defined by the USG-Host Government bi-lateral agreements. The purpose of this personal service contract position is to provide a Field Advisor/Security Specialist as required at INL-Section-controlled locations in Peru to advise and coordinate with the U.S. Embassy and host nation personnel in overseeing the security posture of the base and the operations conducted from there. DUTIES AND RESPONSIBILITIES Provide field-based security advice and field assessments. Monitor day-to-day program issues and activities. Review support plans, logistical requirements, and measures of effectiveness to ensure compliance with approved policy guidance. Coordinate the interdiction assistance program. Receive, evaluate, and process requests for travel, supplies, and equipment needed to support approved activities. Monitor training needs, suggest training, and where appropriate, conduct training to enhance operational effectiveness and security. Where appropriate, suggest changes in operational procedures to enhance operational effectiveness and security. Coordinate with INL, and USG and GOP counterparts, for all logistical support for projects. Work in conjunction with INL Procurement and Accounting to define commodity procurement and tracking of purchases. Works with the Narcotics Control Advisor ( NCA) to develop and draft goals and objectives to be incorporated into an annual plan. Assist in the management of the project in furthering overall program objectives as outlined in the annual plan, and in performing continuing evaluations of progress towards meeting those objectives, including field observations of operations and monitoring. Provide early notification to supervisor of potential problem areas. Conducts on-site inspections to perform end-use monitoring and to ensure that program objectives are being met and that support is provided according to sound, professional management principles and practices meeting applicable USG regulatory standards, and to prevent waste, fraud, or abuse in the use of USG resources. Assists DIRANDRO in development of specific interdiction plans to support US Embassy strategy and goals. Provides advice on operational strategies according to specific geographic zones, socio-political, and threat conditions. Conducts field-level liaison and coordination concerning interdiction operations with officials of the host government and other USG agencies. Oversees implementation of counter narcotics plans and advises counterparts on efficient operational methodology. Evaluates effectiveness of those operations from the field and adapts plans and redirects use of resources as required by changing situations. Provides advice to counterparts during selection, installation and maintenance of forward base locations. Develops organizational and procedural manuals to document and implement standardized procedures during eradication operations. Provides security assessment and advice for interdiction plans to the NCA NCO, and cooperating USG and GOP agencies. Provides field-based security advice and conducts ongoing threat assessments to minimize risks during operations and training. Oversees implementation of operational, communications and personnel security programs. TRAINING & DISTANCE LEARNING COURSES Complete the How to be a Contracting Officer’s Representative (PA296) distance- learning (DL) course through the Foreign Service Institute (FSI) within the first six months of arriving at Post. Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six months of arriving at Post. Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIPS The Field Advisor/Security Specialist works under the direct supervision of the Narcotics Control Officer. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs. The Field Advisor/Security Specialist coordinates directly with CORAH, DEVIDA and the Peruvian National Police. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY Develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Peru can be complicated. Projects require dynamic leadership, expertise and complex innovation, strict adherence to high-level policy without lower level interpretive assistance, and the ability to single- handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. SCOPE AND EFFECTIVENESS Guidelines consist of USG and Department of State Acquisition Regulations, and accepted legal principles and theories. In addition, the Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem under study. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. The Narcotics Control Advisor is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area. MINIMUM REQUIREMENTS U.S. citizen able to obtain and maintain a Department of State Top Secret level security clearance and a Department of State medical clearance, appropriate for service in forward operations locations throughout Peru. Minimum of ten years of related experience in program management, operations, and/or monitoring. Demonstrated professional fluency, both oral and written, in Spanish and English. Demonstrated expert with a minimum of ten (10) years of tactical counter- narcotics operations, including security planning in high threat environments. Extensive demonstrated experience as an operations officer/manager in a military or civil organization in field environments (jungle locations, etc.) Expert knowledge and experience in the formulation and implementation of plans and policies pertaining to operations, command and control, communications and logistics. Proficient in Microsoft Office. Demonstrated ten (10) years of experience in counter narcotics or similar programs. Demonstrated experience in Latin America, and within the USG or U.S. Embassy environments. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. LEVEL OF EFFORT Hours for this full?time position will be the core hours of U.S. Embassy Lima, Monday through Friday with a minimum of 40 hours per week. The Advisor will be on call at all times while in country. TRAVEL REQUIREMENTS This position is located in Lima, Peru. Frequent travel throughout Peru is required to include high-risk areas for approximately 50% of the time. PRE-DEPLOYMENT SUPPORT The Advisor may be required to attend briefings/orientation at the DOS in Washington, D.C. for up to one week as well as a mandatory one-week Foreign Affairs Counter Threat Training (FACT) in the U.S. prior to deployment. WORK ENVIRONMENT The primary workplace is the U.S. Embassy in Lima. However, the Field Advisor/Security Specialist frequently travels to the field for meetings, conferences, activity reviews, field inspections, and program evaluations. Most field sites are in areas that have been declared hazardous duty locations by the Department of State due to hostile activities of narco-traffickers. EVALUATION CRITERIA Factor 1: Field Security Experience 20 Points Ability to coordinate with other entities and agencies (U.S. Government and Government of Peru), assess potential threat levels at operational sites, determine, and implement appropriate security measures. Ability to execute established security plans and recommend modifications to same as the situation warrants. Factor 2: Training Experience 15 Points Experience, knowledge and supervision of training (in English and Spanish languages) in areas such as first aid, field sanitation and hygiene, pathfinder techniques, airmobile operations, FRIES, STABO, emergency extraction techniques, and external load operations. Experience in setting up and running HF, FM, and VHF communications systems. Education level, special operations training, security experience, and years working in Central or South America. Factor 3: Operational Experience 20 Points Ability to direct and plan field operations and provide oversight and supervision of counter narcotics activities. Ability to perform physically demanding work in rugged terrain for long hours at a time. Factor 4: Logistics Experience 15 Points Ability to maintain base facilities and remote sites in optimum operating conditions and provisioned with required support materiel. Ability to construct a base camp including temporary eradication camps. Ability to supervise host-nation work force personnel. Ability to monitor and ensure that resources and commodities are effectively utilized and that there is no fraud, waste or mismanagement in the Program. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses.
