This is a justification to solicit from a single source for an acquisition being conducted by the Department of State for SICOFFA CONJEFEMAR by the US Embassy Asuncion. The Conference of American Air Chiefs (CONJEFEMAR) under the System of Cooperation Among American Air Forces (SICOFAA) will be held in Asuncion, Paraguay, June 16-21, 2025. CONJEFEMAR occurs every year. The event rotates among the different member air forces, and on occasion, the USAF either fully funds or co-funds/co-hosts this event per the SICOFAA constitutional charter signed by the U.S. Chief of Staff of the Air Force. The SICOFFA manual requires services that can only be procured at the Hotel Bourbon. The services required are not available from a different hotel in the same area. The requirement is to provide lodging, conference rooms, meals and refreshments at Hotel Bourbon. The estimated value for the entire period of performance is $144,000 including options. This will allow the U.S. Air Force to accomplish its objective and commitment to co-host SICOFAA CONJEFEMAR.
