A new solicitation will be is... THIS SOLICITATION HAS BEEN CANCELLED. The U.S. Government determined that technical specifications of utility vehicle require revision, and it will take time to complete. A new solicitation will be issued in March 2025. The U.S. Embassy to Ukraine invites all interested companies to participate in a solicitation for supply of utility vehicle. The vendor is required to supply a new vehicle that meets technical requirements and specifications provided in the attached file. The vendor shall be an authorized Distributor/Partner/Reseller of the manufacturer of offered vehicle. Delivery Requirements: The utility vehicle needs to be delivered to the U.S. Embassy Kyiv (address: 4 Igor Sikorsky St., Kyiv, Ukraine). The vehicle must be officially imported to Ukraine on DDP (Delivery Duty Paid) terms (fully customs cleared). No other delivery/shipping methods are authorized. Warranty Requirements: The standard manufacturer or seller warranty in Ukraine is required, and repairs as well as other warranty services for the requested vehicle must be available in Ukraine. Payment Terms: According to U.S. Federal Acquisition Regulations (FAR), advance payment is prohibited. Payment will be made upon receipt of equipment by the Embassy representative. Pursuant to the Prompt Payment Act of the FAR, the U.S. Government must make the payment within 30 calendar days after receipt of the equipment and the valid detailed invoice. SAM Registration: Please be advised that according to FAR 4.1102 in case the amount of offer/contract action exceeds $30,000, all prospective offerors should be registered in System for Award Management: www.sam.gov prior to award of the contract and through the final payment. Submission of Offers: The offers must be prepared in English and submitted by e-mail to: KyivSolicitations@state.gov with subject line: “Utility Vehicle: PR12914051? by 17:00 (Kyiv local time), February 18, 2025. No offers will be accepted after indicated deadline. For an offer to be considered, the following documents in PDF or ZIP format only shall be submitted: (1) general information about the offeror (legal name, address, main types of activities, etc.); (2) evidence of active SAM registration (if offer exceeds $30,000); (3) certificate of Authorized Distributor/Partner/Reseller of the manufacturer of offered vehicle; (4) detailed description of offered vehicle, including make and model and demonstration of correspondence to the required technical specifications; (5) detailed price offer, that includes price for vehicle, price for its direct shipment to Ukraine on DDP terms (fully customs cleared), taxes if applicable, and total amount of offer; (6) delivery period; (7) warranty terms; (8) confirmation of acceptability of payment terms, and (9) completed Express NDAA Certification Form (attached).
