No solicitation package will be issued in this phase. The U.S. Embassy in Dar es Salaam is seeking for firms capable of performing Architect & Engineer (AE) Services for facilities located in Dar es Salaam, Tanzania as per scope of work (SOW). The intention of the potential solicitation is to obtain Engineering and Design Services as needed for a renovation and expansion project. The duration of the contract will be for a one-year period. Submission Requirements: Interested firms responding to this announcement will be considered for selection using the following evaluation criteria: Relevant, professional qualifications of the firm in the type of work required. To be considered for this opportunity, the firm and A&E staff representing the project or signing drawings in each discipline must be fully registered/licensed by the local authority (Tanzania), fluent in written and spoken English, and have an established office in Tanzania. Specialized experience and technical competence in the type of work required in the area of: Architecture, Electrical, Plumbing, Mechanical, Fire Protection, Acoustical, Structural, Industrial Hygiene, Cost Estimation, Safety (in accordance with local regulation), Project Management and where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Knowledge of Tanzanian and U.S. urbanistic and construction regulations and laws. Demonstrated success on similar projects in terms of quality of work and compliance with performance schedules, cost/schedule controls and program/project management techniques. Briefly describe internal quality assurance and cost control procedures and indicate effectiveness by listing budget/estimated construction cost, award amount, final design estimate and construction changes for five recent projects. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Personnel capacity to accomplish the work in the required time. Location in the general geographic area of the project and knowledge of the locality of the project. Selection Procedures: Interested firms responding to this announcement by submitting: A qualifying SF-330 (attached), and Resumes for Key personnel before the closing date and time will be considered for initial evaluation. One or more firms will be selected following the initial evaluation of the A&E firms. A solicitation for a price quotation will be sent to the highest technically rated A&E firms able to provide the type of service(s) required. Replies to this advertisement with a completed Standard Form 330 (attached), Resumes of key individuals, must be sent electronically to DarProcurementbid@state.gov not later than 08:00 am local time on September 20, 2024. Submittals received after the date and time will not be considered. The Embassy intends to conduct a pre-quotation visit. The site visit will be held on September 13, 2024.
