Enclosed is a Request for Quotations (RFQ) for the Travel Management Services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract to the responsible company submitting a best value offer at the lowest-possible price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-quotation conference at the site. The pre-proposal conference will be held on August 20, 2024, at 09:00 WIB/local time (GMT+7.) at the U.S. Embassy Jakarta. Prospective offerors/quoters should send their names to JakartaPCUBidding@state.gov for conference registration by 10:00 (local time) August 15, 2024. No one will be allowed to enter the premises without prior notification. Questions are due by August 22, 2024, 16:00 WIB. No questions will be accepted after this time. Questions must be in English. Quotations are due by August 30, 2024, 17:00 WIB. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted electronically to JakartaPCUBidding@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word or MS-Excel or Adobe Acrobat (pdf) file format. The file size must not exceed 10MB. If the file size should exceed the 10MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 2. Section I, Pricing 3. Section 5 Representations and Certifications 4. Additional information as required in Section 3 5. Proof of SAM Registration QUALIFICATIONS OF OFFERORS Offerors/quoters must be technically qualified and financially responsible to perform the work described in this solicitation. At a minimum, each Offeror/Quoter must meet the following requirements: (1) Be able to understand written and spoken English; (2) Have an established business with a permanent address and telephone listing in Indonesia; (3) Be able to demonstrate prior Travel Management Center Services experience with suitable references; (4) Have the necessary personnel, equipment and financial resources available to perform the work; (5) Have all licenses and permits required by local law; (6) Meet all local insurance requirements, AND the Defense Base Act (DBA) requirement for this project; (7) Have no adverse criminal record; and (8) Have no political or business affiliation which could be considered contrary to the interests of the United States.
