At the time of this solicitation, ... The American Embassy in Tirana, Albania intends to procure two vehicles like the Ford Kuga. The U.S. government is transiting its vehicle fleet to Electric Vehicles. At the time of this solicitation, the Embassy does not have the infrastructure for Electric Vehicles (EVs). The Embassy intends to take its first step in into EVs by procuring at least one Plug-in hybrid electric vehicle (PHEV). The Embassy will evaluate similar vehicles against the requirements outlined in this solicitation and the product data supplied by Ford (attached). The technical evaluation of proposals will be based on Lowest-Priced Technically-Acceptable (LPTA), as compared against the identified minimum specifications.
