This acquisition uses limited-competition authority under 40 U.S.C. 113 and AIDAR 706.302-70(b)(3)(ii), supported by a Determination and Findings in the HIV/AIDS Expedited Procedures Package. The authority permits USAID (now the Department of State) to limit competition when full and open procedures would impair foreign assistance objectives. The EPP also authorizes related restrictions for contracts, assistance awards, and source-and-nationality waivers.
