II. Update Evaluation Factors, Section 4, paragraph #1,2 & 5 (page 57) as follows. - Paragraph 1: Award will be based upon the determined best value for the USG. To include the determination of a vendor to best meet the needs of the USG; is knowledgeable of the PV systems deployed by this installation; and is deemed technically acceptable by fully meeting all informational requirements of this request. - Paragraph 2: When considering contract award, all evaluation factors, other than cost or price, when combined, are significantly more important than cost or price. - Paragraph 5: The price will be determined by multiplying the offered prices times the estimated quantities in “Prices - Continuation of SF-1449, block 23”, and arriving at a grand total, including all option years.
