If you would like to submit a quotation, please follow the instructions set forth in Section 3 below, complete the required portions of the attached solicitation, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The successful offeror(s) will be required to have a DUNS number and be registered in SAM/CCR through the following sites: DUNS – www.dnb.com and SAM/CCR www.sam.gov . Offers without active SAM registration will not be considered for further proposal review. All quotations duly signed and stamped shall be submitted by electronic mail to the following address TashkentProcurement@state.gov or in sealed envelope via mail/express mail or by hand to the address below not later than 12:00 Noon on September 4, 2023. The Embassy of the United States in Uzbekistan will launch the solicitation on the https://uz.usembassy.gov/embassy/tashkent/procurement-and-contracting/ website when it is available. The Contractor shall furnish and deliver left-handed motor vehicles to the U.S. Embassy in Tashkent, Uzbekistan, located at 3 Moyqorgon, in accordance with the specifications and terms and conditions set forth herein. Warranty shall be honored through a dealer located in Tashkent, Uzbekistan, with original equipment manufacturer parts for the vehicles available locally. This is a firm-fixed price type of contract. All prices should be submitted in US Dollars. Advance payments are not authorized. Successful offerors shall be registered with the SAM (accessed through www.sam.gov) prior to contract award. Again, this solicitation will be issued via this website - no paper copies will be mailed. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract.
