The U.S. Government determined that scope of work and requirements to the offeror/contractor qualifications require revision, and it will take time to complete. A new solicitation will be issued in October-November 2024. The U.S. Embassy Kyiv, Ukraine has a requirement for a firm to perform make-ready services for U.S. diplomatic residences located in Kyiv, Ukraine. This construction effort is estimated to be in the range between USD 25,000.00 and USD 100,000.00 and needs to be completed within 30 calendar days. This announcement constitutes the only solicitation and offers are being requested. The solicitation number is 19UP3024R0001 and is issued as a Request for Proposal. The solicitation/contract will include all applicable provisions and clauses. The Embassy intends to conduct a site-visit on August 9, 2024, at 10:00 (Kyiv local time) at 41 Reitarska St., Kyiv, Ukraine, and all prospective offerors are invited to attend. See Section L of the attached Request for Proposals. All visitors will be provided with an opportunity to take all measurements. For site-visit registration please provide your company contact information, names of visitors, and names of tools (if any- measuring tape, etc.) no later than 10:00 Kyiv local time August 8, 2024, to KyivSolicitations@state.gov. All offers must be prepared in English language and submitted by e-mail on or before 10:00 Kyiv local time August 27, 2024, to KyivSolicitations@state.gov with subject line “Make Ready Services for U.S. Diplomatic Residences -19UP3024R0001”. No offers will be accepted after the indicated deadline. According to FAR 4.1102 for contract action exceeding $30,000 prospective quoters should be registered in System for Award Management (SAM.gov) prior to award of the contract, during performance and through the final payment. The U.S. Government intends to award a contract to a responsible company that submitted an acceptable offer at the lowest price based on initial offers, without holding discussions. The discussions may be held with the companies in competitive range if there is a need to do so.
