The Embassy of the United States of America invites you to submit a proposal for the repair of water leaks within the basement area of the US Embassy, London at 33 Nine Elms Lane, London, SW11 7US. If you are interested in submitting a proposal on this project, read the instructions within the solicitation in Section J of the attached Request for Quotation (RFQ). (Please note: Attachment 3 - Repair Drawings is only availabe to all interested parties upon written request). If you intend to submit a proposal, you should thoroughly examine all documents contained in the contract solicitation package. The Embassy intends to conduct a site visit and hold a pre-proposal conference. The site visit and pre-solicitation conference will be held at 33 Nine Elms Lane, London, SW11 7US on the 14th April 2023 at 10:30 AM – (UK Time). Please ensure you provide the names of the individuals who will attend the site visit on or before the 11th April 2023. Please submit any questions you may have concerning the solicitation documents in writing to londonproc@state.gov by 17th April, 2023 at 17.00 pm. Responses will be sent in writing. Your proposal must be emailed to londonproc@state.gov on or before 27th April 2023 at 17.00 pm (UK time) No proposal will be accepted after this time. Complete the OFFER portion of the Standard Form 1442, including all blank spaces, and have the form signed by an authorized representative of your company, or the proposal may be considered unacceptable and may be rejected. In addition, for a proposal to be considered, you must also complete and submit the following: 1. Section A. Pricing and Attachment 1 - Detailed Cost Breakdown; 2. Attachment 4 - Confirmation of ‘Active’ SAM Registration; 3. Bar Chart illustrating sequence of work to be performed; 4. Additional information as required in Section J & Attachment 2 - Statement of Work. The contract will be a firm fixed price contract, with no adjustment for any escalation in costs or prices of labor or materials. Each offeror will be responsible for determining the amount of labor and materials that will be required to complete the project, and for pricing its proposal accordingly. Please be advised that each offeror is responsible for furnishing complete information to its subcontractor and suppliers, such as details and quantities required by the drawings and specifications. Subcontractors and suppliers should not be referred to the Embassy or the Architect for determining the amount or quantities of materials required. The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received. In addition, the Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the contract, or to award without discussions. Registration in the US Government’s System for Award Management (SAM) www.sam.gov is mandatory for all overseas awards over $30,000. An information leaflet has been provided for your information – Registering in the System for Award Management. Registration is free, but the process can take several weeks. Contractors are encouraged to sign up prior to an award being made to avoid any delays at a later stage in the process.
