The U.S. Embassy has a requirement for Architect and Engineering consultancy services and intends to meet this need by establishing one or multiple indefinite delivery, indefinite quantity (IDIQ) type contracts. These contracts would cover small-medium-sized consultancy projects in a range of disciplines required across the UK, primarily in London, Belfast and Edinburgh. IDIQ contracts resulting from this solicitation will be for £100,000 per year, for a base and one (1) option year. Resulting total award value will not exceed $250,000 USD. We anticipate competing and awarding delivery orders for individual A&E projects of magnitudes between $10,000-$100,000 USD (approx. £7,500-£75,000 GBP). If you are interested in becoming a supplier to the U.S. Mission to the UK, please complete and return the SF-330 form along with any supporting charts or diagrams to LondonProc@state.gov before 17:00 UK time on June 9, 2023. The SF-330 has been tailored to suit post requirements. For each discipline, interested firms should provide example projects for work within the UK, demonstrating familiarity with British regulations and specifications, of a magnitude between $10,000-$100,000 USD (approx. £7,500-£75,000 GBP). Preference will be given to vendors demonstrating experience and/or qualification for performing the required services in the context of phasing out & replacing gas boilers due to future energy concerns. The Embassy’s technical panel will review all information received and identify the three firms best qualified and most technically experienced in providing the required consultancy services in the UK. The Contracting Office will then proceed to negotiate and finalize contracts with those firms. Pre-solicitation notice for RFQ #19UK5623Q0012 The U.S. Mission to the United Kingdom intends to issue a Request for Quotations (RFQ) for Architect and Engineering (A&E) consultancy services. Only companies with specialist knowledge and experience of the following A&E services should request an RFQ package: UK Building Regulations Planning, including conservations areas and listed building consent Environmental Assessments and Improvements Mechanical Engineering Electrical Engineering Structural Engineering Building surveying Estimating UK Health and Safety CDM Regulations Vendors must be able to work on projects at locations in London, Belfast, and Edinburgh. It is compulsory for all companies doing business with the U.S. Government valued at over $30,000 to register on a website called “SAM – System for Award Management” www.sam.gov. The website compiles standard information such as company legal name, street address, contact information, and what kind of goods and services it offers. To register in SAM and a CAGE code are required. If you do not have this information, it must be obtained before registering. There is no cost involved, either in obtaining the numbers or registering in SAM. Interested parties are strongly encouraged to register their business as soon as possible to avoid any delay in finalizing an award.
