The Embassy of the United States of America invites you to submit a proposal for locally employed staff health insurance coverage for approximately 370 employees and their family members. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The Embassy intends to conduct a pre-proposal conference, and all prospective offerors are invited to attend. See Section L of the attached Request for Proposals (RFP). Electronic submissions should be sent to DarGSOProcurement@groups.state.gov, with a subject line that states the submission is for RFP-19TZ2022R0004. Hard copy proposals must be submitted in a sealed envelope marked "Proposal Enclosed" to: GSO-U.S. Embassy Contracting Officer 686 Old Bagamoyo Road Msasani Dar es Salaam, Tanzania. All proposals must be submitted on or before 16:00 Hrs. East Africa Time on Wednesday, 30 March 2022. No proposal will be accepted after this time. In order for a proposal to be considered, you must also complete and submit the following: 1. SF-33 2. Section B, Pricing Schedule. 3. Section B, Retention Amounts in B.3. 4. Section K, Representations and Certifications; and 5. Additional information as required in Section L. The Embassy of the United States in Tanzania will launch the solicitation on the SAM.gov website when it is available. The Embassy of the United States of America in Dar es Salaam will solicit proposals for locally employed staff health insurance coverage. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. This is a fixed price with economic price adjustment requirements type contract under which will be issued firm, fixed-price task orders. The Government is planning a pre-proposal conference and the date for this conference will be in the solicitation.
