Enclosed is a Request for Proposals (RFP) for Janitorial services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on November 5, 2024 at 09:30 am (local time) at the U.S. Embassy Abu Dhabi in the United Arab Emirates. Prospective offerors should fill the “Site Visit Access Registration Form” and email it to Joseph John at AbuDhabiContracts@state.gov and JohnJM@state.gov by or before 10:00 am on Monday, November 4, 2024 to arrange entry to the building. Proposals are due by November 25, 2024 at 04:00 pm (local time). No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted electronically to AbuDhabiContracts@state.gov and copied to JohnJM@state.gov with subject line “Quotation Enclosed – Solicitation No. 19TC1025R0002". It is important to make sure the submission is made in specific size and format; in Adobe Acrobat (pdf) file format. The file size must not exceed 10MB. If the file size should exceed the 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.

The purpose of this amendment is to change the Notice ID from 19TC1024R0005 to 19TC1025R0002. DESCRIPTION: Please note this solicitation is not ready to be issued as of this date. The requirement is to obtain janitorial services for real property owned by the U.S. Government at the U.S. Embassy, Abu Dhabi in the United Arab Emirates. The Contractor shall perform janitorial services in all designated spaces including, but not limited to hallways, offices, restrooms, work-areas, entrance ways, cafeteria, visitor lobbies, storage areas, elevators, stairways, utility service room areas and exterior guard / police booths. Estimated total of the floor area for performance of the cleaning services is: 14,670 square meters. The contract will be for a one-year period from the date of the contract award, with four one-year options. All responsible sources may submit an offer, which will be considered. The Embassy of the United States in the United Arab Emirates will launch the solicitation on the https://www.sam.gov website when it is available. The anticipated performance period is for a base year, with four, one-year option periods, if exercised by the Government. All responsible sources may submit a proposal, which will be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced, technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm, fixed price contract. Pursuant to FAR 4.1102, all offerors must be registered in the SAM (System for Award Management) Database https://www.sam.gov when submitting a proposal.
