US Embassy Khartoum Kilo 10, Soba Khartoum January 02, 2023 Dear Prospective Offeror: SUBJECT: Solicitation Number 19SU4023R0001 for Locally Employed Staff Health Insurance Coverage The Embassy of the United States of America invites you to submit a proposal for locally employed staff health insurance coverage. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The Embassy intends to conduct a pre-proposal conference, and all prospective offerors are invited to attend. See Section L of the attached Request for Proposals (RFP) for details. Your proposal must be submitted in a sealed envelope marked "Proposal Enclosed" to the Contracting officer Rami Shakra US Embassy Khartoum, Kilo 10 Soba or sent via email to shakrar@state.gov and gedieag@state.gov on or before 16:00 hrs. on February 01, 2023. No proposal will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. If you submit electronically, it is important to make sure the submission is made in a specific size and format as an MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. In order for a proposal to be considered, you must also complete and submit the following: 1. SF-33 2. Section B, Pricing Schedule. 3. Section B, Retention Amounts in B.3; 4. Section K, Representations and Certifications; and 5. Additional information as required in Section L. 6. Please note: Proposals that contain less than the minimum reimbursement levels or do not provide all benefit categories may be deemed technically unacceptable. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The requirement is for the provision of Health Insurance coverage for US Embassy Khartoum locally employed staff The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7.
