Dear Prospective Quoter: Subject: Request for Quotations number 19SN1024Q0001 Enclosed is a Request for Quotations (RFQ) for apartment and furniture cleaning services at US Government owned and leased residences in Singapore. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award an indefinite-delivery indefinite-quantity contract with firm-fixed prices to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-quotation conference at the site, The pre-quotation conference will be held on November 9, 2023 @ 10:00 hours (Singapore Time) at one of the residences. Prospective offerors/quoters should contact the Contracting Officer at SGProcurementRFQ@state.gov by November 3, 2023 @ 16:30 hours (Singapore Time) for additional information or to arrange entry to the residence. Prospective offerors/quoters must submit the name of company, name of attendees, NRIC or passport numbers accordingly. Attendance is limited to two (2) person per company. Your quotation must be submitted electronically to SGProcurementRFQ@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. In order for a quotation to be considered, you must also complete and submit the following: SF-1449 (Blocks 12, 17, 19 – 24 and 30 appropriately filled up and signed) Section I, Pricing Section 5 Representations and Certifications Additional information as required in Section 3 The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11;”] if applicable Proof of SAM Registration Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. Other Information: 1. Quoters are urged to submit written questions by fax or email at least 3 working days prior to the scheduled pre-proposal conference date. Questions shall be addressed to the attention of the Contracting Officer at email: SGProcurementRFQ@state.gov. 2. Attendees may also bring their written questions to the pre-proposal conference. 3. Statements made by the Embassy during the pre-proposal conference and site visit shall not constitute to be a change in solicitation unless a written amendment is issued. 4. All questions and answers will be posted on SAM.gov after the pre-proposal conference and site visit. 5. The validity of the quotation is 180 days from the close date of the RFQ.
