Dear Prospective Offeror: SUBJECT: Solicitation Number 19SN1022R0001 (LES Health and Life Insurance Services) The Embassy of the United States of America invites you to submit a proposal for a group health insurance service for locally employed staff and their dependents and Group life/accidental death/total and partial disability insurance coverage for employees only. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The Embassy intends to conduct a pre-proposal conference on March 29, 2022 at 10.00am, and all prospective offerors who have received a solicitation package are invited to attend. See Section L of the attached Request for Proposals (RFP). Your proposal must be submitted in a sealed envelope marked "Proposal Enclosed" to Joseph D. Hogan Contracting Officer American Embassy 27 Napier Road Singapore 258508 on or before Singapore time,1630 hours on April 12, 2022 @ 1630. No proposal will be accepted after this time. For a proposal to be considered, you must also complete and submit the following: SF-33 Section B, Pricing Schedule; Section B, Retention Amounts in B.3 and B.7; Section K, Representations and Certifications; and Additional information as required in Section L. The Offeror shall submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11; Direct any questions regarding this solicitation to SGProcurementRFQ@state.gov. Please note: Proposals that contain less than the minimum reimbursement levels or do not provide all benefit categories may be deemed technically unacceptable. The successful offeror shall be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore, prospective offerors are encouraged to register prior to the submittal of their proposal. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. Other information 1. Offers are urged to submit written questions by fax at least three workdays prior to the scheduled pre-proposal conference date. Questions shall be addressed to the attention of the Contracting Officer at SGProcurementRFQ@state.gov 2. Attendees may also bring written questions to the proposal conference. No questions will be answered at the conference. 3. Statements made by the Government at the pre-proposal conference shall not be considered to be a change to the solicitation unless a written amendment is issued. 4. As soon as possible after the preproposal conference, all questions and answers will be posted on the SAM website. Any amendment to the solicitation will be posted on the SAM website. Also, it is the responsibility of each offeror to routinely check the SAM website. 5. The validity of the offer is 120 days from close date. 6. Submissions by fax or e-mail will NOT be accepted. Offers shall be mailed to the address indicated at Block 8 of page 1 (SF 33). Hand-carried submissions will be received at the Embassy’s guardhouse before 1630 hours each day, Monday to Friday, before the time and date set forth in Block 9. Sincerely, Joseph D.
