Dear Prospective Quoter: SUBJECT: Request for Quotations - 19SA7024Q0009 Enclosed is a Request for Quotations (RFQ) for MSG Cook/Food Services. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-quotation conference at the site. The site visit (reference FAR provision 52.237-1) will be held at the U.S. Embassy in Riyadh, Saudi Arabia, on Tuesday, February 13, 2024, at 10:00h (all times listed are in Saudi Arabian time). Prospective offerors should contact the Embassy's Contracting Office at RiyadhContracting@state.gov with any questions regarding this solicitation. All questions must be submitted on or before 17:00h on Thursday, February 15, 2024. . Quotations are due no later than 17:00h on Monday, February 26, 2024. No quotations will be accepted after this time. Proposals must be in English. Any incomplete proposals will not be accepted. Your quotation must be submitted electronically to RiyadhContracting@state.gov. The subject line of all emails must, at a minimum, read: "Request for Quotations - 19SA7024Q0009". It is important to ensure your submission is prepared using the following formats: MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf file). In addition, file sizes must not exceed 30MB. If the file size should exceed 30MB, then please submit separate emails which are less than 30MB each. If multiple emails are submitted, please identify in the subject line the sequential order for each email (for example, if submitting two separate emails, you would include the following information: Email 1 of 2; Email 2 of 2). In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 2. Section I, Pricing 3. Section 5 Representations and Certifications 4. Additional information as required in Section 3 5. “The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11;” 6. Proof of SAM Registration As prescribed under FAR 4.1102, prior to submission of offers/proposals, offerors must be registered in SAM (System for Award Management) at https://www.sam.gov. Failure to promptly register may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. In accordance with FAR provision 52.237?1 Site Visit (see Section 3 of the solicitation), post will schedule the site visit at 10:00h on Tuesday, February 13, 2024 at the Embassy of the United States of America in Riyadh, Saudi Arabia. All offerors intending to participate in the pre-proposal conference should submit the following information by email to RiyadhContracting@state.gov. This information must be received by close-of-business (17:00h) on Sunday, February 11, 2024. Attendance is limited to no more than two persons per company. Full Name: Nationality: Date and Place of Birth: Clear copies of residence permit, ID or iqama, etc. NOTE TO INTERESTED VENDORS: Due to security concerns, all offerors must provide the information above in order to attend the pre-proposal conference. On the date of the pre-proposal conference, company representatives must present matching photo identification in order to be allowed access. Anyone attempting to attend the pre-proposal conference without prior notification will be denied entry.
