The solicitation is not yet ready for issuance; the U.S. Embassy in Manila plans to issue it on or about the second week of November 2026 via SAM.gov for the supply and delivery of fuel for December 2026. The resulting contract/purchase order will be firm fixed price and awarded to the lowest-priced technically acceptable responsible offeror, potentially based on initial offers without discussions. Interested contractors must be registered in SAM prior to submitting an offer. Offers may be submitted electronically by email, subject to specified file formats and a 10MB size limit per email.
