Update 07/18/2025 Amendment 001 Questions and Answers Update 07/11/2025 Minutes of the Pre-Quotation Conference Enclosed is a Request for Quotations (RFQ) for Consultancy, Administrative and Related Services for the FSN Supplementary Retirement Plan. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. A pre-quotation conference will be held on 11 July 2025 at 10:00AM (Philippine local time), at the GSO Building, U.S. Embassy Seafront Compound, Roxas Boulevard, Pasay City. To facilitate preparation of access clearance, submit name/s of representatives (limit to two) no later than 7 July 2025, 4:00 P.M. (Philippine local time) by email to ManilaContracting@state.gov. Submit any questions you may have concerning the solicitation documents in writing to the Contracting Officer by email to ManilaContracting@state.gov no later than 14 July 2025, 4:00 P.M. Quotations are due by 22 July 2025, 4:00 P.M. (Philippine local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted electronically to ManilaContracting@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each. In order for a quotation to be considered, you must also complete and submit the following: SF-1449 Section I, Pricing Section 5 Representations and Certifications Additional information as required in Section 3 Proof of SAM Registration Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. This solicitation is to provide Consultancy, Administrative and Related Services for the FSN Supplemental Retirement Plan (SRP). This is a firm-fixed priced contract. The anticipated performance period is for a base year, with four one-year option periods, and one six-month option, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The Government plans to issue the solicitation on or about the 1st week of June 2025. The proposal due date will be set forth in the solicitation. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation.
