The Embassy of the United States of America invites you to submit a proposal for locally employed staff health insurance coverage. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The Embassy intends to conduct a pre-proposal conference, and all prospective offerors are invited to attend. See Section L.8 of the attached Request for Proposals (RFP). Electronic submissions will be accepted. Your proposal must be submitted by email to ManilaContracting@state.gov on or before 4:00P.M. on March 19, 2021 (Manila date and time). No proposal will be accepted after this time. In order for a proposal to be considered, you must also complete and submit the following: 1. SF-33 2. Section B, Pricing Schedule; 3. Section B, Retention Amounts in B.3; 4. Section K, Representations and Certifications; and 5. Additional information as required in Section L. Please note: Proposals that contain less than the minimum reimbursement levels or do not provide all benefit categories may be deemed technically unacceptable. The successful offeror shall be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore prospective offerors are encouraged to register prior to the submittal of their proposal. This Solicitation is to provide health insurance services to employees of the Government of the United States of America in Manila, Philippines. The estimated numbers of employees and eligible dependents are included in the solicitation. This is a fixed price with economic price adjustment requirements type contract. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit an offer which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a fixed price with economic price adjustment requirements type contract under which will be issued firm fixed price task orders, for one year with four one-year options. The Government plans to issue the solicitation on or about the last week of January 2021. The proposal due date will be set forth in the solicitation. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation.
