The Embassy of the United States in Mozambique will launch the solicitation on SAM.gov website when it is available. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Embassy intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov upon submission of their proposal, Any offeror not registered in SAM at the time of submission may be deemed non-responsible with no further consideration of their proposal pursuant to FAR provision 52.204-7.
