The contractor will be required to provide periodic non-litigation legal advice and assistance related to interpreting local legislation, covering, but not limited to, the following issues: Interpretation of local labor law regulations, especially in complex or precedent-making cases; • Urgent issues that require immediate decision making and action; • Drafting legal documentation and opinions in both English and Montenegrin; • Review, implementing or revision of Mission policies, procedures, LES Handbook; • Applicability and implementation of new/revised Montenegrin legislation, social packages, retirement issues etc.; • Valid reasons for lawful termination of employment contract (both performance and non-performance related); • Employee issues, e.g., disciplinary incidents, medical accommodations, delinquent debts, etc.; • COVID-19 vaccination and test requirement for the staff; • Dual citizen employment obligations to the host country; • Telework; • Meetings and conference calls with Embassy Management and Washington lawyers, as necessary; • Other labor law or social security or payroll tax related issues. These services will be performed by phone, e-mail, online, or in person, as necessary. We expect the selected lawyers will be experienced, committed and approachable, able to provide real insight into the potential evaluation of the different issues in a timely manner, showing hands-on approach as well as good understanding of the diplomatic environment and the differences between U.S. and Montenegrin law.
