Enclosed is a Request for Quotations (RFQ) for Montenegrin Language Classes for Foreigners (American Embassy Podgorica employees and their dependents). If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. You are encouraged to make your quotation competitive. You are also cautioned against any collusion with other potential offerors regarding price quotations to be submitted. The RFQ does not commit the American Embassy to make any award. The Embassy may cancel this RFQ or any part of it. The Embassy intends to conduct a pre-quotation conference. The conference will be held online on February 8, 2023, at 10:00 (local time). Prospective offerors/quoters should contact Jelena Kaludjerovic by February 7, 2023, for additional information. Please write to PodgoricaSolicitations@state.gov to receive guidance on the online platform to be used for the conference. Quotations are due on or before 17:00h (CEST) on February 27, 2023. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted in electronic format via email to PodgoricaSolicitations@state.gov in Adobe Acrobat pdf format, to the attention of Contracting Officer. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 (blocks 12, 17, 23, 24 and 30a-c- as appropriate) 2. Section I Pricing 3. Section 5 Representations and Certifications 4. Additional information as required in Section 3, Solicitation Provisions 6. Proof of SAM Registration (your company’s Unique Entity Identifier) Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The subject solicitation will be for providing Montenegrin language instruction to American officers and eligible family members from beginner to advanced level. Both on-line and classroom sessions (at Contractor’s premises) will be available. The Contractor shall provide a minimum of four qualified instructors, who are well versed in all topics to be covered, capable of answering in-depth questions on each topic, will provide the required training in a classroom setting, based on the schedule of training modules or lessons and the objectives and goals for that training.
