Please see attached RFQ for full details The Embassy of the United States of America in Ulaanbaatar, Mongolia invites you to submit a quotation for daily Winter Transportation Service for Locally Employed Staff. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-quotation conference at the site, and all prospective offerors are encouraged to attend. The pre-quotation conference will be held on 24 June 2025 at 10 am (local time) at the US Embassy in Ulaanbaatar, Mongolia. Offerors/quoters should contact Procurement Unit emailing to Ulaanbaatar-Procurement@state.gov for additional information or to arrange entry to the building. Your quotation must be submitted in a sealed envelope marked "Quotation Enclosed for 19MG1025Q0005" to the Contracting Office of the US Embassy Ulaanbaatar, Denver Street #3, 11th Micro District Ulaanbaatar 14190, Mongolia before 16:00, 31 July 2025. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 2. Section 1, Pricing 3. Section 5, Representations and Certifications 4. Additional information as required in Section 3 5.To ensure compliance with FAR 52.229-11 the offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14 6. Proof of SAM Registration. The Embassy of the United States in Ulaanbaatar, Mongolia will launch the solicitation on the SAM.gov website when it is available. This solicitation is for Daily Winter Shuttle service for Locally Employed Staff (LES) of the US Embassy in Ulaanbaatar, Mongolia. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
