The Contractor shall provide French foreign language instruction to adult students that focuses on the professional fields, political and economic fields, cultural lessons, general interest and conversational skills. Language will be of a type typically found in mass-media publications for the foreign language speaking public. The Contractor shall develop the instruction to include face- to face conversation, the development of speaking, listening, and reading skills to permit comprehension of relevant media. All instruction shall also include job relevant language terminology and usage of the designated field of interest. Instruction shall be based on proficiency, communication, and academic principles as used in foreign language learning institutions identified below. - Department of State, Foreign Service Institute; - Department of Defense, Defense Language Institute; or, The Office of Personnel Management shall define the language proficiency levels identified as desired outcomes. All students shall be measured on their language proficiency levels in accordance with the Foreign Service Instituted Language Proficiency Test unless otherwise specified or mandated by the Contracting Officer.

The Embassy of the United States in Morocco will launch the solicitation on Sam.Gov website when it is available. The solicitation will be for French Language Training at the U.S. Embassy in Rabat, Morocco. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation which will be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
