The Government has determined that the prevailing practice by employers in Morocco is that group life insurance coverage is representative of locally prevailing compensation practice and that the cost of such insurance protection is usually borne 100% by the employer. Therefore, the Government desires to adopt such locally prevailing practice as part of its compensation plan for its employees as further described in C.2.2. The specific group insurance coverage under this contract is set forth below and in Section J.

The requirement is for providing of Life insurance services to the locally employed staff of the U.S. Mission. The number of employees is 326 with 76 Riders (Employee Cooperative Association, Official Residence Expense employees, Peace Corp PSC employees and Tangier American Legation Museum (TALMS)). Please note that these are only estimated quantities. The anticipated performance is for a base period of twelve months and four one-year periods at the option of the Government. All responsive sources may submit an offer, which will be considered. The solicitation will be issued at .sam.gov. - The Government may award the contract based on the initial offer without discussion. The resultant contract will be a with fixed-price with economic-price- adjustment-requirements type contract under which the Government will issue firm-fixed price task orders - The Government is planning a pre-proposal conference and the date for this conference will be in the solicitation.
