The requirement is to provide residential alarm monitoring services at the embassy residences. The estimated value for the entire period of performance is €11,000, including options. These supplies/services require that the service provider monitors alarms and provides maintenance on alarm systems. This allows the Regional Security Office to accomplish its mission of protecting COM personnel at their residences. • Changing the contract would incur large additional costs, as we would have to uninstall the current equipment, purchase new equipment, and reinstall. All costs that OPO will most likely not approve quickly. Currently, large costs require CFO approval. • A switch over of the contract would require substantial access to our residences, incurring additional overtime costs and inconvenience to residents. In addition, RSO staff do not have the bandwidth to support this transition. • A new company would have to be trained and acclimatized to our security needs. RSO is not confident that a new company would be as responsive or competent in the needs of our alarm infrastructure. • Lastly, this will be the last year the post will be utilizing a monitoring service. DS will no longer fund this service after this year. The Contracting Officer has determinated that the price is fair and reasonable.
