The residence has to be repainted for the new incoming family. The landlord of the subject property contracted directly with a painting services company to complete this work and then invoiced the Government for its portion of the expense. The Government had no ability to solicit its own quotes from painting companies. The anticipated cost is to be fair and reasonable based on makeready costs for similar residences.
