The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The Embassy intends to conduct a pre-proposal conference, and all prospective offerors are invited to attend. See Section L of the attached Request for Proposals (RFP). The Embassy of the United States in Pristina will launch the solicitation on the Federal Business Opportunities (FedBizOpps) website when it is available. The requirement is for providing health insurance services for the Locally Employed Staff of the U.S. Embassy. The estimated number of employees is 380 with approximatively 900 eligible dependents. Please note that these are only estimated quantities. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a fixed price with economic adjustment type contract. The Government is planning a pre-quotation conference, and the date for this conference will be listed in the solicitation. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
