Dear Respected Offeror Subject: Request for Proposal number 19KU2023R0003- Cell phone and Data services. Contract is for one base year with four one-year option Enclosed is a Request for Proposal (RFP) for mobile telephone services. If you would like to submit a proposal, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to kuwait_solicitation@state.gov before submission due date listed below. The Government intends to award a contract resulting from this solicitation to the responsible offeror (as determined within the meaning of FAR Part 9, paragraph 9.104), whose offer conforms to the solicitation and is determined to be the most advantageous solution to the Government, price and other factors considered. Evaluation will be based on offeror’s submission and the provision at FAR 52.212-2, as provided in this solicitation. We intend to award a contract based on initial Proposals, without holding discussions, although we may hold discussions with companies if there is a need to do so. In order for a Proposal to be considered, you must also complete and submit the following: SF-1449 (block 17, 24 and 30). Block 24 should list the total value of the quote for the base year and the option year. Section 1, Pricing. The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11. Proof of SAM Registration Cybersecurity supply chain risk management (C-SCRM) C-SCRM Questionnaire and C-SCRM Software Producer Attestation Form. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. Direct any questions regarding this solicitation in writing NO later than September 12, 2023, at 10:00am Kuwait local time, by email to kuwait_solicitation@state.gov . No questions will be accepted beyond the due date. Your Proposal must be submitted electronically to kuwait_solicitation@state.gov before October 12, 2023, at 10:00am Kuwait local time. No quotes will be accepted after the submission date/time. Proposals must be in English and incomplete proposals will not be accepted. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
