Dear Prospective Offeror: SUBJECT: Solicitation Number 19KU2022R0002 – for Group Health and Life Insurance Services for Locally Engaged Staff (LES) of U.S. Embassy Kuwait The Embassy of the United States of America invites you to submit a proposal for locally employed staff health insurance coverage. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The Embassy intends to conduct a virtual pre-proposal conference via “Google Meet”, and all prospective offerors are invited to attend. See Section L of the attached Request for Proposals (RFP). Your proposal must be submitted electronically by email to Kuwait_Solicitation@state.gov, no later than June 30, 2022, at 10:00 am Kuwait local time. No proposal will be accepted after this time. Please enter the subject title of your email as “Offer - Health & Life Insurance – RFP 19KU2022R0002” For a proposal to be considered, you must also complete and submit the following: 1. SF-33 2. Therefore, prospective offerors are encouraged to register prior to the submittal of their proposal. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The requirement is to provide Health and Life Insurance Services to the locally hired employees of the US Mission in the State of Kuwait. The estimated number of employees is 355 with approximately 779 eligible dependents. Please note these are only estimated quantities. The resultant contract will be a firm fixed price with economic price adjustment requirements type contract under which will be issued firm, fixed-price task orders.
