Solicitation Amendment As indicated during the Refuse Collection Services (19KE5021Q0003) pre-solicitation conference held on February 11, 2021, see the following notification; A. The solicitation is amended to correct the pricing tables B. 2.2 Base Year, B. 2.3 First Option Year, B 2.4 Second Option Year, B 2.5 Third Option Year, B 2.6 Fourth Option Year per attached documents as follows; i. To remove locations with zero number of residences. ii. To include total number of pick-ups for Lavington residence. iii. To re-number the line items after removal of residences stated under (i) above. Per i, ii, &iii above, replace the pages attached with the previous ones in the solicitation. B. To edit 5.0 Materials and Equipment See attached file (Refuse Collection Solicitation 19KE5021Q0003 Mod 1 SF30) C. Following the Pre-Proposal Conference held on February 11 at 10:00 am, attached are; i. The conference minutes (see attached file Refuse Collection Services Contract 19KE5021Q0003 Minutes_CO), and ii. The answers to questions received by prospective offerors before and after the pre-solicitation conference. (See attached file Question Answer Refuse Collection Solicitation 19KE5021Q0003-CO). The RFQ submission date is Wednesday, March 03, 2021 4:00 pm East African Time. The complete offer shall be received by the U.S. Embassy Nairobi Kenya, located at the address indicated in the cover page of the solicitation documents. Original Solicitation The Embassy of the United States in Kenya hereby launches this solicitation on the beta.SAM.gov website effective February 01, 2021. The RFQ submission date is Wednesday, March 03, 2021 04:00 pm East African Time. The complete offer shall be received by the U.S. Embassy Nairobi Kenya, located at the address indicated in the cover page of the solicitation documents. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The purpose of this solicitation is to obtain refuse collection services , including furnishing all labor, material, equipment and services, for the U.S Embassy Nairobi. The solicitation is an indefinite delivery indefinite quantity (IDIQ) with fixed unit prices for refuse collection for the United States Government owned and rented facilities and residences. Please note these are only estimated quantities. The anticipated performance is for a base period of twelve months with four twelve-month option periods at the option of the Government. All responsible sources may submit an offer, which will be considered. The solicitation will be issued via the BETA.SAM.GOV. The successful offeror(s) will be required to have a DUNS number and be registered in SAM/CCR through the following sites: DUNS – www.dnb.com and SAM/CCR – www.sam.gov All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. The guidelines for registration in SAM are also available at: https://www.fsd.gov/fsd-gov/learning-center-system.do?sysparm_system=SAM The government is planning a virtual pre-quotation conference on February11, 2021 at 10:00am East African Time. Details to participate in this conference will be availed to interested offerors. Therefore, prior to the submittal of quotations/proposals, prospective offerors should send an email to NairobiGSO-Contracts@state.gov not later than 04:00pm. East African Time on February 09, 2021, to obtain access to the virtual meeting.
