A. This Solicitation is hereby amended to correct text and line item numbering as follows; i. Under Section 1- The “Value Added Tax” text is amended to include the statement that “the U.S. Embassy is zero-rated for VAT.” (page 6) ii. Under Section 1 – The Schedule is amended to edit daily rate pricing table text (page 7) to read,” Minivan capacity 6-8 with driver unit.” This applies to the base year and each of the option years (Pages 16,24,33 and 42) iii. Under Section 1- The Pricing table correct the line item numbering from line 150 to 237 for Base and Option Years (pages 12-50) . iv. Under continuation to SF 1449, the schedule of services is amended per paragraphs 4.1 (page 53) to read “ Minivan Capable of carrying 6-8 Passengers” v. Under Section 2- The information related VAT payments has been deleted. (page 75). vi. To incorporate under section 2, a new FAR clause and provision as required in FAC 2020-06 updates. Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect. See attached Solicitation Amendment Modification 001 (Taxi Services Solicitation 19KE5020Q0013 Mod 1 SF30-V2) B. Following the Pre-Proposal Conference held on June 16 at 10:00 am, attached are; i. The conference minutes (see Minutes Taxi Services Pre-proposal Conference June 16, 2020), and ii. The conference question and answers (Question Answer Taxi Service Solicitation) Original Solicitation The RFQ submission date is Monday, July 06, 2020 10:00 am East African Time. The complete offer shall be received by the U.S. Embassy Nairobi Kenya, located at the address indicated in the cover page of the solicitation documents. The Embassy of the United States in Kenya hereby launches this solicitation on the beta.SAM.gov website effective June 03, 2020. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government intends to award a contract resulting from this solicitation for taxi services to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The U.S. Mission Kenya requires taxi services for U.S. Embassy Nairobi, to include an estimated trips per quarter as detailed in attached solicitation document. The Contractor shall provide passenger transportation services, vehicles with drivers for the U.S. Embassy, Nairobi. The Contractor shall also provide all managerial, administrative, direct labor personnel, vehicles, drivers (if required by the Work Statement), communication equipment, all running expenses (i.e., fuel, oil, etc.), and including all servicing and insurance of such vehicles that are necessary to accomplish all work required by this contract. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7.
