The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police and courts systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The International Narcotics and Law Enforcement Affairs Bureau (INL) is interested in the acquisition, supply, of Bodycam with WI-FI for the Colombian National Police, according to the descriptions and technical specifications hereby detailed, for the control of processes in ports and airports, in addition to mitigating possible cases of corruption. The project is aligned with the strategic map, the goal of improving the capacities of the regions and police intelligence to combat organized crime and narcotics, Building the 21st Century Platform. This Sources Sought notice is issued for planning purpose only, and does NOT constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether this approach to securing contracting support is practicable. The government also seeks input form industry as to reasonable delivery timelines for the procurement and delivery of said equipment and whether vendors are able to supply laptops that are manufactured with Spanish keyboards installed (not separate keyboards). Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. The following information is required in this RFI/Sources Sought: 1. Company name, point of contact, phone number, and address; 2. UEI Number and CAGE Code; 3. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 4. SDVOSB/HUBZONE/8(a)/WOSB certification; 5. Statement of capabilities in providing provide servers, storage, memory, switching, licensing, and installation services and technical support indicating that the vendor can perform the requirements as stated. 6. Primary Point of Contact: Andreea Patterson Contract Specialist PattersonAE@state.gov TECHNICAL SPECIFICATIONS The Contractor shall provide warranty, maintenance, and support in Colombia. The Contractor shall provide said services in Spanish. All hardware and software shall be provided with a minimum of one (1) year of warranty (parts and labor) and technical support related to issues that could arise with the operation of the equipment. DELIVERY (SHIPPING AND HANDLING INSTRUCTIONS) The equipment shall be delivered to INL warehouse in Colombia, Calle 22B # 32-62 if originating in Colombia or INL Freight Forwarder in Miami, FL. – USA for shipments originating in the United States. Upon notification, the contractor shall replace any items lost or damaged during shipment. Partial shipments are not allowed unless approved in writing by the Contracting Officer. The items acquired through this contract will be donated to the government of Colombia, Colombian National police. In addition to ensuring that all items are prepared for safe shipment, the contractor shall include all the necessary export approvals, required material data safety sheets, licenses, and paperwork. One copy of the packing list and commercial invoice must accompany the shipment, attached to the outside of the “lead” or number one box/carton/package, or individually attached to the outside of each box/carton/package. The packing list shall include, at a minimum: description, brand name, serial number (if any), and quantities. WARRANTY Warranty shall be effective in Colombia. The Contractor shall be solely responsible, at no additional cost to the Government, of export/import procedures, shipping costs, parts, labor, and any other costs required for all repairs/replacements performed under warranty. The full warranty coverage shall be no less than two (2) years, from the date of Government acceptance, for each system component. CUSTOMS CLEARANCE AND TAX EXEMPTIONS If applicable, the U.S. Government will assist the Contractor in obtaining customs clearance and tax exemption certificates from the Government of Colombia. INSPECTION AND ACCEPTANCE The designated COR will also inspect items received to verify compliance with this SOW. Designated COR will formally accept the equipment once verification is completed, and a determination is made that the system is fully operational at the site of destination of the equipment: The Colombian National Police Complex. The packing list of all equipment shall include at a minimum: description, brand name, serial number (if any), and quantities. The INL logistics team shall assign and inventory sticker to these serialized non-expendable items, with an assigned INL serial number that facilitates End Use Monitoring PERIOD OF PERFORMANCE (POP) or ESTIMATED DELIVERY DATE Contractor shall complete delivery, no later than 180 calendar days from the date of award. Warranty, maintenance, and support shall be provided for the periods described in Warranty of this SOW. ANNEX A - 19INLE24I0019 INL Colombia Bodycam for DIRAN Technical Specifications The selected company should have representation and support in Colombia. The vendor must guarantee that all products are developed and produced in the United States, products from China will not be accepted. At each site, cameras will be delivered to airports and/or ports according to the quantities described in the tables. These cameras will have their place locally for information storage and battery recharging. Storage must last at least 30 days at each site. It must transmit every night to the central storage located in the telematics office of the national police in Bogota, there the information must be stored for a minimum period of 1 year, through the internal police network that already exists, the system will be managed from CASOF. All devices in the different units must have UPS support, except for OFTIC and CASOF that already have UPS support.
