This solicitation is for Fuel Delivery Services to the U.S. Embassy in Port au Prince, Haiti. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a complete hard copy bid in person or by mail, addressed to Jeffrey Hanley, at the US Embassy, Haiti prior to 10:00 AM local time on March 24, 2020. Elecontric submissions will not be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government intends to award the contract based on initial offers without discussion, although discussions with companies in the competitive range may occur. The resultant contract will be a fixed price with economic price adjustment indefinite quantity/indefinite delivery under which may be placed firm fixed-price delivery orders. The Government will hold a pre-quotation conference on February 28, 2020 promptly at 9 AM at the US Embassy, Haiti. Interested attendees need to email Jerry Etienne - EtienneJL@state.gov - to arrange entry to the building. All contractors have to be registered in the SAM (System for Award Management) Database (https://www.sam.gov) prior to the submission of quotations pursuant to FAR provision 52.204-7.
