Background The US Embassy Conakry has twenty (20) active generator sets installed at various residences to provide emergency power. The embassy has a need to monitor these generators and Fuel bowsers remotely. Statement of Work The Contractor shall provide and install twenty (20) new generator monitoring units and associated cellular monitoring services. The transmission of information shall be through internet and cellular. The Contractor shall provide, on an if and when needed basis, additional new generator monitoring units and associated cellular monitoring service. Requirements The system shall be secure, and password protected. The remote monitoring system shall have an interface with the generators ‘control panel to provide status of critical generator functions and parameters, or at minimum be able to provide the information in sections 3.c and d. System shall provide remote notifications via e-mail and cell phone text message whenever the status of generator changes. These shall include generator(s) running, low fuel, main power failure, faults, Battery failure, etc. System should provide real time status updates and alarms. Monitored features shall include but not limited to fuel Level, Battery Voltage, Generator running hours, Utility Power Status - present or outage, Engine low Temperature, high temperature, Battery Charger status, and other user-defined Common alarms. The monitoring system shall include a website-based data monitoring and management center service that provides management tools, live status, Record of all events and alarms in an event statistics log history, maintenance, and service logs, as well as mapping to show the location and status of all of standby generators. Annual Monitoring Services The first (1st) year of cellular LTE monitoring services shall be included with the initial purchase and installation of the new generator monitoring units. Additional years of cellular monitoring services shall be provided on an if and when required basis. Bowsers should be monitored for location and exact liters fueled in and fueled out. The system installed on the bowsers must be lockable to ensure no misuse or tampering. Vendor must supply the following. Equipment Software Training Material and Manuals Training Consultation Setup of Units and Software to include monitoring Computer. Contract Award Contract award shall be made to the responsive and responsible bidder who submits the lowest Total Unit Price and technically acceptable bid. Pricing Annual Monitoring Services, in addition to the 1st year, shall be provided. This price shall remain the same for all four (4) possible renewal options. No annual price increases will be allowed. Bid pricing submitted shall be final. Bid Submission Requirements Bidders shall submit a list of all equipment that will be utilized to perform the services specified. The list shall include the equipment type, size, model, manufacturer, and quantity of each.
