The contractor shall provide three medial monitoring professionals to monitor, format and report on the news in Georgian and international media, including Russian media. The media monitors will work in the Embassy during regular business hours and from home during non-business hours and holidays. Interested firms should send cost estimates and breakdowns. In extraordinary cases only, we may request services beyond the original contract, a maximum 4 hours/month. DUTIES AND RESPONSIBILITIES: Medial monitors is responsible for monitoring news relevant to the United States Mission to Georgia in Georgian and international media, including Russian media, and social media. The outlets/channels may vary, but on an average day, employees will be monitoring approximately 10-15 key news sources. STANDARD SERVICES: The requirement is for thee monitors to cover the news in an adequate manner (including a morning report (0845), a midday report (1230-1330), a mid-afternoon report, and evening report and an end-of-day roundup; plus ad hoc requests for breaking news coverage and reactions to Georgian and American officials in the news. Schedule rotates between three employees. The weekend and after business hour work shall be done at home. Weekday work must be done in the office located in US Embassy Tbilisi, 29 Georgian American Friendship Ave. Tbilisi, 0131 Georgia. A schedule of duties is below: Weekday Schedule Employee 1: Works Monday through Friday, 8am to 13:00 (5hrs a day) Employee 2: Works Monday through Friday, 13:00 to 18:00 (5hrs a day) Employee 3: Works Monday through Friday, 18:00 to 23:00 (5hrs a day) [performed at home] Weekend/Holiday Schedule [performed at home] Employee 1: Works Saturday - Sunday, 11:00 am to 17:00 (6hrs a day) Employee 2: Works Saturday - Sunday, 18:00 to 00:00 (6hrs a day) Employee 3: Works Saturday - Sunday, 18:00 to 00:00 (6hrs a day) TEMPORARY ADDITIONA SERVICES: Embassy may request services beyond the original contract, a maximum 4 hours/month TYPE OF SERVICES: News monitoring over all available media (online, television, print), administrative formatting skills: news reports should fit a format as determined by the Embassy Spokesperson and should be written in English and spell checked and grammar checked before submitting. MANAGEMENT AND MONITORING: Company performance will be monitored by the Contracting Officer’s Representative – press/information assistant. LOCATIONS FOR SERVICES: Employees will work at the Embassy during business hours and at home during non-business hours. PERSONNEL: US Embassy requires three media monitors at any one time to perform these services. The firm providing the employees will be responsible for providing alternates in the cases of sick leave and vacation. Firm will also provide health insurance for the employees. Personnel should have a minimum of three years of experience in the field of media, public relations; have strong written and verbal communication skills (in Georgian, Russian, and English) and be able to work with a team in which information pass on is critical to success. MATERIALS AND EQUIPMENT: All materials and equipment will be provided on site. When working from home, employees should have access to all relevant news sources and be able to send reports to relevant press section staff in a timely manner in order to make the 5-6 scheduled reporting times. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT: The Embassy will provide all equipment necessary (phone, laptop, State Department email, and media subscriptions) for work on site and at home. DELIVERABLES: Media monitors will be responsible for providing an accurate, error-checked, formatted news roundup at least five times per day, and maybe more according to breaking news and coverage of United States officials in the media.
