Health Insurance Services for Locally Employed Staff at U.S. Mission Portugal
The U.S. Embassy in Lisbon, Portugal requires comprehensive group Health and Life Insurance services for approximately 209 Locally Employed Staff and eligible dependents, including local claims administration, provider network management, direct billing with Portuguese clinics, a beneficiary technology platform, 24/7 medical evacuation support, and English/Portuguese-speaking account staffing. The contractor must maintain an operational presence in Portugal at award or demonstrate a plan to establish one before performance. The resulting contract will be a firm-fixed-price IDIQ with an Economic Price Adjustment provision, consisting of a one-year base period plus four one-year options, with services to commence no later than January 1, 2027, and order limitations of USD 5,000 minimum and USD 5,000,000 maximum per order. Evaluation is a two-phase process where technical capability and past performance combined are significantly more important than price. Quoters must be licensed/authorized to provide health insurance in Portugal, have active SAM registration, and demonstrate relevant past performance.
