The Regional Procurement Support Office (RPSO) would like to invite your company to submit a proposal for services for logistics and ERP services for the U.S. Embassy Paris, France. This solicitation may result in issuance of a firm fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. Use of the specifications for purposes other than submitting a proposal under this solicitation is prohibited. All discussions pertaining to these services will be in the English language. If you intend to submit a proposal, you should thoroughly examine all documents contained in the solicitation package. Questions shall be submitted as soon as possible but not later than June 7, 2024, by 15:00 hours Central European Summer Time (CEST). Any questions you may have concerning the solicitation document should be submitted in writing via email to Patticha Gruenbeck: GruenbeckP@state.gov and copy to FrankfurtRPSO@state.gov so that a response can be provided prior to the solicitation closing date. The solicitation may result in award of a firm-fixed price contract in the third quarter of year 2024. It is anticipated that the contract will be of a base period of one (1) year with four (4) option years. This acquisition is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and Free Trade Agreements (FTA). The scope of work requires the successful contractor to provide personnel, equipment, and all necessary resources for provision of logistics and an ERP service for shipping and managing ARS’s book programs, Nouveaux Horizons (NH) and Books in French/Books in Portuguese (BIF/BIP). The Contractor is responsible for supplying all necessary packing, crating material, and warehouse storage/management in accordance standard industry practice. Companies shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform work in France. In addition, the contractor shall hold a valid distribution license for books in France and maintain offices along with a warehouse within the country. The contract’s period of performance shall begin upon the issuance of a notice to proceed and last 12 months, with four (4) additional option year periods.
