The Regional Procurement Support Office (RPSO) would like to invite your company to submit a proposal for services for health insurance for the U.S. Embassy Luanda, Angola. This solicitation may result in issuance of a fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with economic price adjustment. Questions shall be submitted as soon as possible but not later than May 10, 2024, by 15:00 hours Central European Summer Time (CEST). Any questions you may have concerning the solicitation document should be submitted in writing via email to Patticha Gruenbeck: GruenbeckP@state.gov and copy to FrankfurtRPSO@state.gov so that a response can be provided prior to the solicitation closing date. The proposal shall be submitted as a pdf document emailed to GruenbeckP@state.gov and copy to FrankfurtRPSO@state.gov as soon as possible but not later than June 14, 2024, by 15:00 hours Central European Summer Time (CEST). The solicitation may result in award of a firm-fixed price contract in the second quarter of year 2024. It is anticipated that the contract will be of a base period of one (1) year with four (4) option years. This acquisition is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and Free Trade Agreements (FTA). The scope of work requires the successful contractor to provide personnel, equipment, and all necessary resources for provision of health insurance services. The successful contractor shall provide competitive proposals for a medical plan for LE Staff. This is a supplemental medical benefit plan meant to supplement those benefits and services available to LE staff through Government Provided Healthcare. Companies shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform work in Angola. The contract’s period of performance shall begin upon the issuance of a notice to proceed and last 12 months, with four (4) additional option year periods. The solicitation package is anticipated to be issued in February 2024 on SAM.gov with solicitation number 19GE5024R0023.
