PRE-SOLICITATION NOTICE Solicitation No. 19GE5023R0105 The Regional Procurement Support Office (RPSO) Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for: Pay As You Earn (PAYE) Services U.S. Embassy London, United Kingdom The solicitation may result in award of a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract in the third quarter of year 2023. It is anticipated that the IDIQ contract will be of a base period of one (1) year with four (4) option years. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and Free Trade Agreements (FTA). The scope of work requires the successful contractor to provide personnel, equipment, and all necessary resources for provision of PAYE Services. The successful contractor shall provide income tax, National Insurance Contribution (NIC) and student loan calculation compatible with Her Majesty’s Revenue and Custom’s (HMRC) implemented Real Time Information (RTI) Pay As You Earn scheme (PAYE) requirements. The successful contractor shall be based in the UK, as it is required to submit mandatory withholdings through HMRC’s certified payroll software. The solicitation package/documents will be placed on SAM.gov as soon as it becomes available.
